INTRODUCTION

Background of the Study

This modern day at present conditions demands an adequate education for a certain individual, and more demanding if the person lives in a modern and advanced society where success or failure is conditioned by the way he uses his mental capacity. A good government is only good as its people and society according to Crispin Casiple in this view of the the Philippines in the Philippine Journal of Education volume 96 number 4, September 1997 issue. Literate citizens are the foundation of a good government. He added. It is in this respect that the school should do efforts to create and shape citizens of responsible people who can cope with the ever-increasing demands of society and who not give up from the multiple problems and responsibilities that they may encounter and hinder their way to success. Dr. Yen C. James, a Ramon Magsaysay Awardee For International Understanding in a convocation speech at the University of the Philippines in September 1990 pointed out that the principal cause of the misery and poverty of the people in Asia especially in the Philippines is illiteracy or lack of education. This writer agrees and believes with this statement of Dr. James that unless the schools have made the children literate, they haven't done much to help these children in their struggle for a better life. But even if the school has computers as shown on television on Saturday August 9, 2008 on the program Imbestigador that there hundred of millions of pesos were wasted on the computer equipments for the programs of the governments on computer education. But who are the literates? They are those who can effectively use their knowledge, and communicate well in their ideas in whatever channels like computers and other commonly used gadgets. They are those who can express themselves with clarity and can be understood well by other people. Furthermore, we shall ask these questions: Do all students when they leave the school possess such quality? Can they compete and survive in a modern and advanced world? Can we consider them literate? We all know that one of the most important problems in our schools today is the improvement of the quality of education and the contents of such instruction like computer education or literacy program. But such improvement however, depends in a measure upon students ability to cope and struggle to survive and compete globally. It is for this reason that this writer came to think of giving a computer literacy program for the fourth year students of Central High School in Agdangan Quezon. The primary purpose of this program is to make them globally literate and more competitive in computer technology. The fact is that nowadays, computers are commonly used everywhere: at work, at school, and at home. Many daily activities involve the use of or depend on information from a computer. People use all types and sizes of computers for a variety of reasons and in a range of places. As technology continues to develop and advance, computers are becoming more part of everyday life. It reduced labor and exemplifies our mastery of the world. Thus, many people believe that computer literacy is vital to success in today’s world. The researcher observes that many students in schools like Agdangan Central High School don’t know how to use computers. We know that computer literacy is considered to be a very important skill to possess while in the first world to gain an advantage over others. Although many students don’t care if they are computer literate or not, the researcher believes and worries about this fact since during this turbulent time, one must have enough knowledge to be successful in the future and education is the wealth that nobody can get. The fear of some educators today especially in computer education is that computer training in schools will serve only to train data-entry clerks of the next generations. But with this program, the respondents/target audience will have the opportunity to develop advance knowledge and skills capable of handling multiple tasks jobs to be able them to be called “computer literate”.

Statement of the Problem

It is sad to note that in these turbulent times, where technology has been continuously advancing, wherein these generations are called an IT (information technology) age, and the fact that almost all of the students around the world have easy access to cyber education especially our neighboring countries, the students of Central High School in Agdangan Quezon may be outdated and have been behind in terms of information technology. The researcher believes that not only in the aforementioned respondents have this kind of situation but also in many schools in many parts of the country. A program of the government to improve quality education is to fully implement the program on cyber education. So in order to help the government materialized the cyber education project and to help improve the quality of education in Central High School Agdangan Quezon, this researcher believes that the respondents need a program like Computer Literacy Program of the researcher. She believes that this is one of the many ways to improve the quality of education in Central High School in Agdangan Quezon particularly the 4th year students. The researcher firmly hopes and believes that the program will enhance the ability and skills in using the common gadget nowadays, computer in connection with the school based and school related works.A. The program aims to determine and to find out the level of the respondents' computer literacy, and to give them programs that will enhance their skills if they have already knowledge and./or give them skills on how to use computers in relation to their pursuit of acquiring and gaining global education. B. Specifically, this program/study will seek to answer and satisfy the following questions: 1. What is/are the levels of computer literacy among the 4th year students of Central High School of Agdangan Quezon?; 2. If they have existing computer education, how much time they spend for it everyday? 3. Are the computer units enough to accommodate the number of students? 4. Are the programs/softwares taught or being used related and useful for further study or employment in the future? 5. What are the programs/softwares to be given or taught to the students of the Central High School of Agdangan Quezon? 6. Does the government/ school need sufficient funds to implement cyber education program in Central High School in Agdangan Quezon in particular? 7. proposed study/program seeks to answer the following problems: 1. Power Point (software) reports are in demand in schools today. If the student doesn’t know how to use a Power Point software, he/she has to excuse in the task or make someone do his task. 2. Projects and assignments are needed to be computerized. If the student doesn’t know how to use computer, he/she has to ask somebody to help him/her.

Project Description ( Significance of the Study)

The proposed study aims to enhance and develop the Computer Literacy Program in Agdangan Central High School in Southern part of Quezon. This study is about the application of how to use computers and the different software functions to make a potential use of the availability of new technology. It will practice the students how to use computers easily. This study also build a higher level of computer education and mobilize the studies which a lot of people can apply their skills.

Objectives

The researcher comes up with the following objectives for the fulfillment of the proposed study aside from obtaining answers giving proofs to the data asked in the statements of the problem questions. The researcher would like also to give lessons and specific programs relative to the Computer Literacy.

General Objectives

The proposed study entitled “COMPUTER LITERACY PROGRAM” is to make the students understand and learn how to use computers basically for future benefits.

Specific Objectives

To develop and give a program that will allow interaction in ways that appeal to all levels of user from novice to expert. 1. to provide a program that promotes an effective and efficient tutorial classes/programs to help students obtain and retain knowledge in using computers. 2. to provide a program that promotes an effective and efficient tutorial that would help students to have knowledge in using computers.

Target Audience

The primary respondents of the proposed “COMPUTER LITERACY PROGRAM” are the fourth year High School of Agdangan Central High School in Quezon. The target audience will also be classified according to their level of literacy as expected that there are some with knowledge and skills about computers.

Scope and Limitations of the Study

The computer literacy is assigned for all students who have difficulty in using computers. The major concern of this proposed study focuses on the tutorial program. The study suggests the list of Microsoft softwares such as Microsoft Word, Excel and Microsoft PowerPoint, where the students can be proficient in the future. Aside from this, the program will also include following: 1. teachers using Microsoft Word , Excel, and Microsoft PowerPoint. 2. tutorial program for those students who are lack of knowledge in terms of compute literacy. This proposed study limits only on the operation management such as teaching the students how to use computer basically. The proposed study was observed at Agdangan Central High School in Quezon.

Project Brief and Research Details

A. Technical Description The application of the proposed study is originally made in Macro media Dream weaver. The Computer Literacy Program in Agdangan Central High School will be provided with an interactive website an additional cyber program to be made as an option of the researcher. However, after the basic concepts of the computers and familiarization of its parts for zero literacy students are taught, the basic and commonly used softwares will be taught such as MS-Word, MS-Excel, Movie Maker and Power Point. The internet related related softwares will also be used and included in the program such as internet explorer and other common surfing softwares and websites and email basics to be used as common correspondence.

B. Content Outline The website includes tutorials on specific applications specifically Microsoft Word and Microsoft PowerPoint for certain very well-defined simple tasks.

· An introduction will appear.

· By pressing any key, the next slide will appear.

· The program will ask you what you want to learn.

· By pressing the desired software, you can start your tutorial not more than one minute.

Proposed Methodology

In order to develop the requirements for the proposed study, the researcher uses the Inquiry technique and user friendly softwares. The study uses also the qualitative descriptive research approach. There are survey questionnaires used to determine the needs of students regarding the level of their knowledge and skills in computer handling. After then, the study will classify students according to level of literacy.

User Analysis.

The researcher will perform a user analysis. This should help researcher to “know the user” so that the program maybe tailored to their needs and wishes.

Needs Analysis.

Before beginning to design any program, it is important to ask whether there's a need to use it. This need should then lead us to determine the goals, purposes and features of the new program.

Questionnaire.

To corroborate the somewhat abstract ideas presented by the user, and need analysis, the researcher develops a questionnaire to be distributed among the fourth year high school from Agdangan Central High School.
